Role Summary

The Manager will lead the design and delivery of innovative finance solutions that expand inclusive economic opportunities in Pakistan. Working through local partner institutions, the role will strengthen last-mile access to finance for women, youth, SMEs, and farming communities through sustainable funding models. The position combines fund management, partner oversight, and development leadership to deliver strong financial performance, compliance, and measurable impact aligned with The Asia Foundation’s inclusive, future-ready economies agenda.

I. Main duties and responsibilities

  • Lead the design and structuring of innovative finance facilities and catalytic funding mechanisms aligned with Pakistan’s development priorities.

  • Manage partnerships with implementing entities, ensuring strong governance, effective fund deployment, and portfolio oversight.

  • Strengthen partner capacity and link financing with technical assistance to improve impact, sustainability, and repayment performance.

  • Oversee compliance, due diligence, safeguards, monitoring, and reporting across all financing mechanisms.

  • Build strategic relationships with donors, government, and private sector stakeholders to grow The Asia Foundation’s impact finance portfolio.

  •  Support business development, proposal preparation, and the design of new finance solutions for inclusive and future-ready economic growth.

  • Perform other duties as assigned.

II. Qualifications

Education

:

Master’s degree in Finance, Economics, Development Economics, Business Administration (MBA), Public Policy, or a related field.

Work experience

:

  • Minimum 7–8 years of relevant experience in development programming and financial management.

  • Proven experience with innovative finance mechanisms, including revolving funds, guarantee facilities, or results-based financing.

  • Strong background in wholesale lending, grant management, or partnership management with NGOs, cooperatives, or MFIs.

  • Sound understanding of climate and credit risk management in development finance.

  • Demonstrated experience working across Pakistan’s diverse regional contexts.

  • Strong financial, analytical, and portfolio management capability.

Language
Fluency in English and Urdu required; regional language skills are an advantage.
