Scope of Work:

The Admin & HR Officer is responsible for ensuring effective human resource management and administrative support for the School Meal Project. The position ensures compliance with organizational HR policies, labor laws, and WFP donor requirements while supporting smooth project operations and staff management.

Key Responsibilities

  • Manage recruitment processes for project staff, including advertisement, shortlisting, interviews, and contract issuance.
  • Maintain complete and up-to-date personnel files for all project staff.
  • Prepare employment contracts, extensions, amendments, and separation documentation.
  • Maintain staff attendance, leave records, and Timesheets.
  • Ensure compliance with local labor laws, organizational HR policies, and other requirements.
  • Coordinate onboarding and induction of new staff.
  • Maintain HR files for all kitchen & field staff.
  • Handle grievance, discipline, and HR policies.
  • Prepare monthly payroll inputs and coordinate with Finance for salary processing.
  • Manage benefits, allowances, advances, and end-of-contract settlements.
  • Ensure statutory deductions (EOBI, tax, insurance, etc.) are properly documented.
  • Oversee day-to-day office administration and logistics support.
  • Ensure proper management of office supplies, assets, and inventories.
  • Coordinate travel arrangements, accommodation, and field visit logistics.
  • Ensure proper filing of administrative and HR documents.
  • Support internal and external audits by providing HR and admin documentation.
  • Prepare HR and admin reports for management and donors as required.
  • Ensure confidentiality and data protection of staff information.
  • Support capacity building and staff orientation on HR policies and code of conduct.
  • Handle staff grievances and disciplinary matters in line with organizational procedures.

Required Qualifications & Experience

  • Bachelor’s degree in Human Resources, Business Administration, Management, or related field (Master’s preferred).
  • Minimum 3–5 years of relevant HR and administration experience, preferably in NGO or donor-funded projects.
  • Knowledge of Pakistan labor laws and HR best practices.
  • Strong organizational and communication skills.
  • Proficiency in MS Office applications.
